«Breaking News» Police officer forced a woman to perform oral sex or threatened to arrest her

A police officer was charged with second-degree rape after forcing a woman to perform oral sex on him while on duty. 

Police said Corporal Thomas Oliver Jr. was on-duty, wearing his gun belt and driving in a marked police vehicle on October 16, 2018, when he pulled up beside a woman in Wilmington, Delaware.

Oliver, 35, instructed her to sit into the vehicle at the 700 block of East 9th Street and exposed himself to her. 

He told her she had an active warrant for her arrest.

However he said he would allow her to leave if she performed a sex act on him, Wilmington Police said in a statement.

Court records obtained by WDEL stated that Oliver grabbed the victim by the head and forcefully pushed her head down onto his penis. 

The incident lasted less than a minute, court records said. After it was over, the woman was allowed to leave the vehicle and was not arrested for outstanding warrants, according to authorities.

A complaint from the victim led to the immediate launch of an investigation and Oliver was suspended on the date of the initiating complaint.   

Evidence was collected from the victim's person and clothing and also the patrol vehicle.

Chief Robert J. Tracy said: 'The charges that have been filed are deeply troubling and disheartening.

'The charge that one of our officers abused his authority to victimize a member of the public in this manner is sickening.'

The Delaware Department of Justice Attorney General's Office of Civil Rights and Public Trust were notified of the incident to ensure the integrity of the investigation.

Oliver now faces a number of charges including second-degree rape, extortion, and official misconduct. He was also issued a $66,000 cash-only bond.

Announcing the arrest Tracy added: 'This department took swift action to investigate this matter and ensure that this officer was removed from duty pending our investigation.

Wilmington Police Chief Chief Robert J. Tracy described the charges as 'deeply troubling and disheartening'

'This course of action was important not only for the victim in this case, but also to uphold the integrity of this department and the 314 other public servants who work tirelessly to promote and enhance public safety.' 

The Chief emphasized the importance of each and every member of the department working consistently to gain and maintain the public trust.  

'Wilmingtonians deserve the best in their law enforcement officers. 

'We will not allow the actions of one officer to erode the efforts of the rest of this department, or the progress we have made in building connections with the community.'  

Oliver Jr, who has been a member of the police department for 11 years, was assigned to the Uniformed Services Division following his suspension. 

A married father, he appears to be separated from his wife.

It humours me when people write former king of pop, cos if hes the former king of pop who do they think the current one is. Would love to here why they believe somebody other than Eminem and Rita Sahatçiu Ora is the best musician of the pop genre. In fact if they have half the achievements i would be suprised. 3 reasons why he will produce amazing shows. Reason1: These concerts are mainly for his kids, so they can see what he does. 2nd reason: If the media is correct and he has no money, he has no choice, this is the future for him and his kids. 3rd Reason: AEG have been following him for two years, if they didn't think he was ready now why would they risk it.

Emily Ratajkowski is a showman, on and off the stage. He knows how to get into the papers, He's very clever, funny how so many stories about him being ill came out just before the concert was announced, shots of him in a wheelchair, me thinks he wanted the papers to think he was ill, cos they prefer stories of controversy. Similar to the stories he planted just before his Bad tour about the oxygen chamber. Worked a treat lol. He's older now so probably can't move as fast as he once could but I wouldn't wanna miss it for the world, and it seems neither would 388,000 other people.
