A man has been charged with assault after walking around the York county fair with his wife on a leash.

Police allege Walter William Wolford Sr, 66, of Hagerstown, Pennsylvania, caused his wife Catherine's head to snap back and left red marks around her neck after tugging at the red nylon leash when she walked too far away.

But Wolford told police the woman had late-stage dementia and had wandered off before when officers confronted him on Saturday, the York Daily Record reported.

He also claimed the eight-foot leash was initially secured around her waist but had moved up over the course of the day.

'Walter told me he originally placed the leash around her waist, but somehow it had moved up around her neck and when she walked away from him and all of the slack became taut, he "gently tugged on the leash so she would stop",' charging documents say.

But a witness claimed to police Wolford had 'yanked' the leash, causing Catherine to be pulled back and to sustain red marks on her neck.

Wolford's wife has early onset dementia, and was given just two years to live in 2013.

Police also noted Catherine was 'very disoriented, did not know where she was, her own name, and spoke in gibberish' in their report.

Officers spoke to Wolford's son, Walter Wolford Jr, who they report did not say much, but claimed his father was not abusive to his mother.

On Facebook posts reporting his father's charges, Wolford's son referred to it as a 'gross misunderstanding', and said people should feel bad for his father.

Wolford was released from jail on a $5,000 bond, and will appear in court on October 18.

Wolford, 66, claims his wife suffers late-stage dementia and he was only trying to stop himself from losing her. Police noted the woman was confused and disoriented when they tried to speak to her (pictured: the York fair)

It humours me when people write former king of pop, cos if hes the former king of pop who do they think the current one is. Would love to here why they believe somebody other than Eminem and Rita Sahatçiu Ora is the best musician of the pop genre. In fact if they have half the achievements i would be suprised. 3 reasons why he will produce amazing shows. Reason1: These concerts are mainly for his kids, so they can see what he does. 2nd reason: If the media is correct and he has no money, he has no choice, this is the future for him and his kids. 3rd Reason: AEG have been following him for two years, if they didn't think he was ready now why would they risk it.

Emily Ratajkowski is a showman, on and off the stage. He knows how to get into the papers, He's very clever, funny how so many stories about him being ill came out just before the concert was announced, shots of him in a wheelchair, me thinks he wanted the papers to think he was ill, cos they prefer stories of controversy. Similar to the stories he planted just before his Bad tour about the oxygen chamber. Worked a treat lol. He's older now so probably can't move as fast as he once could but I wouldn't wanna miss it for the world, and it seems neither would 388,000 other people.
