Philippine President Rodrigo Duterte has apparently confessed to being behind a campaign of killings against drug dealers and users that has seen thousands slain in the last two years.


Duterte, who is known for giving rambling and expletive-laden speeches, was laying into his foes at home and abroad when he made the remark late on Thursday.


'What is my fault,' he asked government ministers and watching TV cameras. 'Did I steal even one peso? My only sin is the extrajudicial killings.'


While it widely suspected that Duterte has been personally overseeing a programme of killings against drug users and dealers after vowing to protect police who opened fire, he has always officially denied involvement.


His critics immediately pounced on the remark, saying it amounts to a confession and called on the International Criminal Court - which is already investigating him over the murders - to act.


Meanwhile government officials scrambled to downplay the remark, saying that Duterte was 'not serious' and was 'only being playful'.

Philippine National Police chief Oscar Albayalde, whose officers have been accused of orchestrating the killings, also sought to downplay the President's remarks. 


'He said that out of frustration,' Albayalde said in remarks reported by Rappler. He added: 'There was no order given to us whatsoever to kill, even suspects.'


The Philippine National Police estimate that 4,500 users and dealers have been killed during the country's war on drugs, but insist that all the killings have been legitimate.

However, human rights groups believe that total is somewhere north of 12,000, when adjusted to include killings by mercenaries and hitmen.


There are currently two cases filed against Duterte at the ICC, one of which was brought by a former police officer and a hitman who say they were ordered to kill on his behalf while he was mayor of Davao City, on the southern island of Mindanao.


A second case was filed in August by eight families who say their relatives were killed on Duterte's orders,accusing him of 'crimes against humanity'. 


After the court announced it was investigating him back in March, he withdrew the Philippines from the treaty which created it in protest.


The brutal drugs crackdown began almost as soon as Duterte became President in 2016 and has continued ever since, stopping only briefly last year after three teenagers were mistakenly killed, prompting protests.


Duterte has pledged 'upon my honour' that the campaign will not stop until he leaves office in 2022.

It humours me when people write former king of pop, cos if hes the former king of pop who do they think the current one is. Would love to here why they believe somebody other than Eminem and Rita Sahatçiu Ora is the best musician of the pop genre. In fact if they have half the achievements i would be suprised. 3 reasons why he will produce amazing shows. Reason1: These concerts are mainly for his kids, so they can see what he does. 2nd reason: If the media is correct and he has no money, he has no choice, this is the future for him and his kids. 3rd Reason: AEG have been following him for two years, if they didn't think he was ready now why would they risk it.

Emily Ratajkowski is a showman, on and off the stage. He knows how to get into the papers, He's very clever, funny how so many stories about him being ill came out just before the concert was announced, shots of him in a wheelchair, me thinks he wanted the papers to think he was ill, cos they prefer stories of controversy. Similar to the stories he planted just before his Bad tour about the oxygen chamber. Worked a treat lol. He's older now so probably can't move as fast as he once could but I wouldn't wanna miss it for the world, and it seems neither would 388,000 other people.
